What is an Import Export Code (IEC)?

The Import Export Code (IEC) is a mandatory 10-digit business identification number issued by the Directorate General of Foreign Trade (DGFT) under the Ministry of Commerce and Industry, Government of India. No individual or business entity can legally import or export goods and services from India without a valid IEC.

IEC is governed by the Foreign Trade (Development & Regulation) Act, 1992 and the Foreign Trade Policy (FTP) issued by the Government of India. The current FTP is the Foreign Trade Policy 2023–28.

Unlike most business licences, the IEC is a lifetime registration — once issued, it has no expiry date and requires no renewal, making it one of the most cost-effective and permanent licences a business can obtain. It is also your key to unlocking a host of export promotion incentive schemes run by the Government of India.

Who is Exempted from IEC?

The following categories are exempted from obtaining IEC under the Foreign Trade Policy:

Government Ministries & Departments — Central & State government bodies for official imports/exports
Notified Charitable & Non-Profit Organizations — for importing goods for personal or institutional use (not for sale)
Personal baggage imports/exports — individuals importing goods for personal use (not commercial)
Goods transiting through India — goods not entering Indian commerce (transit shipments)

Uses of IEC in International Trade

Customs Clearance

Mandatory for customs authorities (ICEGATE) to clear any commercial import or export shipment at ports and airports.

Frequently Asked Questions

Can a sole proprietor / individual obtain an IEC?
Yes. Any individual, including a sole proprietor, can obtain an IEC in their own name using their personal PAN. The IEC is issued against the PAN, so a proprietorship IEC uses the proprietor's personal PAN. For Pvt Ltd companies and LLPs, the company PAN is used. One PAN can have only one IEC — multiple IECs against the same PAN are not permitted.
Is IEC required for service exports (IT, consulting, freelancing)?
Yes. If you are receiving payment from foreign clients for services rendered — such as software development, design, consulting, or freelance work — you technically need an IEC for FEMA compliance, especially if your bank needs to process large inward remittances regularly. While small occasional payments may not require IEC, growing service exporters should have one for smooth FEMA compliance and to avail the SEIS (Service Export from India Scheme) benefits under FTP 2023–28.
Does IEC need to be renewed annually?
IEC itself has lifetime validity — there is no renewal required. However, since 2021, DGFT mandates that all IEC holders update/confirm their IEC details annually (between April and June every year) on the DGFT portal, even if nothing has changed. Can I have multiple IECs for different businesses?
No. Only one IEC per PAN is permitted. If you run multiple businesses under the same proprietorship/PAN, they all share the same IEC. For separate legal entities (different Pvt Ltd companies, LLPs, partnerships), each entity has its own PAN and therefore its own unique IEC. You cannot use one entity's IEC for another entity's trade transactions.
How long does it take to get an IEC?
In most cases, the IEC is issued on the same day as the application if all details match correctly (PAN and bank account validation are real-time). What happens if I export without an IEC?
Exporting or importing without a valid IEC is a violation of the Foreign Trade (Development & Regulation) Act, 1992. Penalties can include: shipment detention at customs, suspension of trade privileges, financial penalties, and even criminal prosecution in serious cases. Additionally, banks will refuse to process foreign remittances without IEC, making it practically impossible to receive export payments legally. Always obtain IEC before your first shipment.
What is the difference between IEC and RCMC?
IEC (Import Export Code) is the base licence issued by DGFT, required by every exporter/importer, covering all products and services. RCMC (Registration Cum Membership Certificate) is issued by specific Export Promotion Councils (like APEDA, FIEO, CLE, AEPC) for specific product categories and is needed to avail benefits under specific export promotion schemes. Most product-specific export benefits require both IEC and RCMC for the relevant council.
