What is WPC Certificate / Equipment Type Approval?

The Wireless Planning & Coordination (WPC) Wing operates under the Department of Telecommunications (DoT), Ministry of Communications, Government of India. It is responsible for frequency spectrum management and licensing of all wireless equipment used in India.

Any device that uses wireless radio frequency (RF) — including Bluetooth, Wi-Fi, GPS, cellular modules, IoT sensors, remote controls, drones, and VSAT equipment — must obtain Equipment Type Approval (ETA) from WPC before it can be imported, manufactured, sold, or operated in India.

Selling or importing unapproved wireless equipment is a punishable offence under the Indian Wireless Telegraphy Act, 1933 and the Telecom Engineering Centre (TEC) regulations, attracting penalties, product seizure, and import restrictions.

Frequently Asked Questions

Is WPC ETA required even if the device already has FCC or CE certification?
Yes. FCC (USA) and CE (Europe) certifications are not valid in India. The WPC Wing issues country-specific Equipment Type Approval under the Indian Wireless Telegraphy Act, 1933. However, having FCC or CE documentation can speed up the Indian testing process as they contain useful technical data.
Do I need a separate WPC approval for each product model?
Yes. WPC Equipment Type Approval is model-specific. Each distinct product model with different hardware, firmware, or RF parameters requires its own ETA. However, variants of the same model with only cosmetic changes (colour, branding) may sometimes be covered under a single approval — subject to WPC discretion.
What is the validity of WPC Equipment Type Approval?
WPC ETA is valid for 5 years from the date of issue. It must be renewed before expiry. If the product's RF specifications change at any point, a fresh ETA application is required regardless of the remaining validity period.
Is a physical sample of the device required for WPC testing?
Yes. A physical sample of the device must be submitted to a TEC/BIS-accredited testing laboratory for RF compliance testing. The laboratory will generate a test report confirming the device meets Indian spectrum emission and interference standards, which is then submitted along with the WPC application.
Can I import a product for testing before obtaining WPC approval?
