What is FSSAI Licence?

The Food Safety and Standards Authority of India (FSSAI) is an autonomous body established under the Ministry of Health and Family Welfare, Government of India, through the Food Safety and Standards Act, 2006. FSSAI is responsible for protecting and promoting public health through regulation and supervision of food safety.

Every Food Business Operator (FBO) in India — anyone involved in manufacturing, processing, packaging, storing, distributing, transporting, importing, or selling food — must obtain a valid FSSAI registration or licence before commencing operations. The type of licence depends on annual turnover and scale of operations.

FSSAI issues three types of registrations/licences: Basic Registration (for small-scale businesses), State Licence (for medium-scale businesses), and Central Licence (for large-scale manufacturers, importers, and businesses operating across states). All applications are processed through the FoSCoS (Food Safety Compliance System) portal.

Mandatory for All Food Importers: Regardless of turnover, every business importing food products into India requires a Central FSSAI Licence. The licence must be obtained before the first import shipment arrives. Port of Entry (PoE) clearance by FSSAI is mandatory for all food imports.

Do home bakers and home chefs need FSSAI registration?

What is the 14-digit FSSAI Licence number and where must it be displayed?
The 14-digit FSSAI Licence / Registration Number is a unique identifier for your food business. The first two digits represent the year, the next two represent the state code, and the remaining digits are unique to your business. This number must be prominently displayed at your business premises (on the signboard or wall), and also printed on all food labels and packaging of products you manufacture or sell. Failure to display or print the FSSAI number is a violation.
Can I sell on Zomato / Swiggy / Amazon without FSSAI?
No. Zomato, Swiggy, Amazon, Flipkart, and all major food delivery and e-commerce platforms mandate a valid FSSAI number for listing your business or food products. Your FSSAI number must be entered during onboarding and displayed on your product listings. Without FSSAI, these platforms will not allow you to sell food products and can delist your account.
What is FoSCoS and how is it different from the old FSSAI portal?
FoSCoS (Food Safety Compliance System) is FSSAI's upgraded digital compliance platform (replacing the older FoSCoRIS system). It offers end-to-end online processing of new licence applications, renewals, modifications, and compliance filings. All FSSAI applications, from Basic Registration to Central Licence, are now exclusively filed through FoSCoS at foscos.fssai.gov.in. When does my FSSAI licence need to be renewed?
FSSAI licences and registrations can be obtained for 1 to 5 years. Renewal must be applied for at least 30 days before the expiry date. Late renewal attracts a penalty of ₹100 per day beyond the expiry date. What are the consequences of selling food without FSSAI registration?
Operating a food business without FSSAI licence or registration is punishable under Section 63 of the FSS Act with: imprisonment up to 6 months and/or fine up to ₹5 lakh. Additionally, FSSAI Food Safety Officers can conduct raids, seize food stock, seal the premises, and publicize the violation — causing severe reputational damage. For repeated violations, the penalty is doubled. The risk is simply not worth it when registration costs as little as ₹100/year.
Can a restaurant have both a State and Central FSSAI Licence?
A single food business typically needs only one FSSAI licence of the appropriate type. However, large restaurant chains operating across multiple states require a Central Licence for their registered office / head office AND separate State/Central Licences for each state or location where they operate above the turnover threshold.
