What is EPR Authorization?

Extended Producer Responsibility (EPR) is a policy concept under which producers, importers, and brand owners are held responsible for the end-of-life management of their products and packaging. In India, EPR Authorization is granted by the Central Pollution Control Board (CPCB) under the Ministry of Environment, Forest and Climate Change (MoEFCC).

EPR compliance is mandated under four separate waste management rules — E-Waste Management Rules 2022, Plastic Waste Management Rules 2016 (amended 2022), Battery Waste Management Rules 2022, and the Hazardous Waste Rules. All Producers, Importers, and Brand Owners (PIBOs) must register on the CPCB EPR portal and obtain authorization before commencing operations.

Non-compliance attracts heavy penalties, product ban, and legal action under the Environment Protection Act, 1986, including environmental compensation orders.

Important: Operating without EPR Authorization is a violation of the Environment Protection Act, 1986. CPCB actively issues closure directions, environmental compensation orders, and can suspend import licences for non-compliant businesses. Get EPR authorization today →

EPR Authorization Categories

CPCB issues EPR Authorization under four distinct waste management frameworks. Each category has its own rules, targets, and compliance requirements:

E-Waste EPR

For manufacturers and importers of electrical and electronic equipment — mobiles, laptops, televisions, appliances, and IT hardware.

E-Waste Management Rules, 2022

Plastic Waste EPR

For producers and importers using plastic packaging — rigid plastics, flexible plastics, multi-layered packaging, and carry bags.

Plastic Waste Management Rules, 2022

Battery Waste EPR

For importers and manufacturers of all battery types — portable batteries, automotive batteries, industrial batteries, and EV batteries.

Battery Waste Management Rules, 2022

Tyre Waste EPR

For manufacturers and importers of new pneumatic tyres for vehicles — applicable to automobiles, two-wheelers, three-wheelers, and commercial vehicles.

Hazardous Waste (M, H & TBM) Rules

Who Requires EPR Authorization?

  • Producers: Companies that manufacture EEE, batteries, tyres, or use plastic packaging in India
  • Importers: Businesses importing electronic goods, batteries, tyres, or products with plastic packaging into India for retail sale
  • Brand Owners: Entities whose brand name appears on the product even if manufactured by a third party
  • E-Commerce Sellers: Online sellers dealing in electronic goods, batteries, or plastic-packaged products
  • Retailers: Large format retailers and distributors with significant market presence in regulated categories
  • OEMs and White-Label Manufacturers: Original equipment manufacturers supplying to brands using plastic packaging or regulated products

EPR Recycling & Collection Targets (FY 2026–25)

CPCB prescribes annual EPR targets that increase progressively each year. Businesses must meet these targets or purchase EPR certificates from registered recyclers/refurbishers to offset the deficit:

Category Target FY 2026–25 Target FY 2025–26 Status
E-Waste Collection 60% of production 70% of production Rising
Plastic – Rigid Packaging 50% recycled 60% recycled Rising
Plastic – Flexible Packaging 50% recycled/reused 60% recycled/reused High Priority
Battery – Portable 70% collection 80% collection Strict
Battery – Automotive 90% collection 90% collection Strict
Tyres – End-of-Life As per notification Increasing annually Evolving

What is a PRO (Producer Responsibility Organisation)? A PRO is a CPCB-registered entity that helps producers, importers, and brand owners fulfil their EPR obligations by collecting, segregating, and channelising waste to registered recyclers. Having a valid PRO agreement is mandatory for EPR registration. JDN CORPORATE can connect you with registered PROs in your sector.

EPR Authorization — Step-by-Step Process

  • Step 1 — Category Assessment: We determine which EPR categories apply to your business — E-Waste, Plastic, Battery, Tyre, or multiple categories.
  • Step 2 — PRO / Recycler Tie-up: We connect you with CPCB-registered PROs and assist in finalising the agreement required for registration.
  • Step 3 — EPR Plan Preparation: Our team prepares the mandatory EPR Action Plan detailing your waste management targets, collection mechanism, and recycling partnerships.
  • Step 4 — CPCB Portal Registration: We create your account on the CPCB EPR portal and file the complete application with all supporting documents.
  • Step 5 — Query Resolution: We respond promptly to any clarifications or additional information requested by CPCB scrutiny officers.
  • Step 6 — Authorization Certificate: EPR Authorization certificate issued. We set up annual target tracking, quarterly reporting reminders, and renewal alerts.

Frequently Asked Questions

Is EPR Authorization required for small importers too?
Yes. There is no threshold exemption — all importers, producers, and brand owners dealing in regulated product categories (EEE, batteries, tyres, plastic packaging) must obtain EPR Authorization regardless of their business size or import volume.
Can I get EPR for multiple categories in a single application?
Each EPR category (E-Waste, Plastic, Battery, Tyre) requires a separate application and authorization as each is governed by a different set of rules. However, we can manage all your EPR registrations simultaneously to save time and cost.
What happens if I miss the annual EPR targets?
If you fail to meet your EPR targets, you must purchase EPR certificates from CPCB-registered recyclers or refurbishers to offset the deficit. Continued non-compliance can result in penalty orders, environmental compensation, suspension of EPR authorization, and restrictions on further imports.
What is the validity of EPR Authorization?
EPR Authorization is issued for one financial year and must be renewed annually before expiry (typically before April 1 each year). Our team sends renewal reminders 60 days in advance and handles the complete renewal process on your behalf.
Do I need a PRO before applying for EPR?
Yes. A valid agreement with a CPCB-registered Producer Responsibility Organisation (PRO) or recycler is a mandatory requirement for EPR registration. Without a PRO agreement, CPCB will not process your application. JDN CORPORATE assists in identifying and tying up with suitable PROs for your product category.
How long does EPR Authorization take?
With complete documentation, EPR Authorization typically takes 30 to 60 working days from CPCB. Complex cases or applications requiring additional scrutiny may take longer. We proactively follow up with CPCB and keep you updated throughout the process.
Is annual reporting mandatory after getting EPR Authorization?
Yes. After obtaining EPR Authorization, you must submit quarterly and annual compliance reports on the CPCB portal documenting how much waste was collected, sent to recyclers, and recycled during the year. Our compliance support team handles all ongoing reporting requirements.
