What is EPR Authorization?
Extended Producer Responsibility (EPR) is a policy concept under which producers, importers, and brand owners are held responsible for the end-of-life management of their products and packaging. In India, EPR Authorization is granted by the Central Pollution Control Board (CPCB) under the Ministry of Environment, Forest and Climate Change (MoEFCC).
EPR compliance is mandated under four separate waste management rules — E-Waste Management Rules 2022, Plastic Waste Management Rules 2016 (amended 2022), Battery Waste Management Rules 2022, and the Hazardous Waste Rules. All Producers, Importers, and Brand Owners (PIBOs) must register on the CPCB EPR portal and obtain authorization before commencing operations.
Non-compliance attracts heavy penalties, product ban, and legal action under the Environment Protection Act, 1986, including environmental compensation orders.

CPCB prescribes annual EPR targets that increase progressively each year. Businesses must meet these targets or purchase EPR certificates from registered recyclers/refurbishers to offset the deficit:
